Yes, it's a scam.

The grammar just isn't what any native English speaker would use. I guess it's possible that DR FRED isn't a native English speaker, but there's more.

All capitals is a typical scammer thing. I don't know why.

No reputable finance company uses Yahoo for it's email. Yahoo is free and anonymous... anyone, anywhere in the world, can get an account there, in any name. You have NO way of identifying who actually wrote that email.

I don't know about your part of the world, but where I live, 4% for a home loan is FAR too good to be true.
