Good or bad, positive or negative, please let me know by posting here!

We just got contacted by them. They are looking to buy our product. Their approach was similar to Shirgem's and they are from the same city in China, possibly even the same street.
(You can read the thread on Shirgem if you haven't already)
I am very suspicious of them because of the similarities (minor for the moment).

Hi,

I've been conatcted by China Hainan nationla Grains and Oil Imp. and Exp. for they intend to start buying Portuguese red wine.

I see someone has already posted a question about this company, but we're now on september 2011, so can anyone tell me if the company is reliable or not.

Has anyone done business with this company recently?

It sounds like a Guilin Scam. Please read: Chinese Fake Contract Import/Export "Guilin" Scam

It is important that you provide the domain or url of their website. If they don't have a website, the are almost surely scammers. From the other posts in the thread, they appear to be scammers.

"Hainan “ National grain and oil” is a large-scale industry comprehensive import-export company which authorized by the State Administration for Industrial and Commerce, the Customs, the Economic and Trade Committee" is lies! There is no such company registered in State Administration and Customs.

And this guy own other 286 websites:

China Hainan National Grain and Oil. We have been having convoluted email discussion about the supply of 2 containers of Australian wine worth $240,000Now the company wants me to come to China with the samples to discuss the deal. Following on from what I have read about this company, particularly in this blogg, I sent the following email:
"Hi Ashley,
I have been very busy selling wine. I very am interested in coming to China to have the contract finalised but in order to do that, I would have to ask you to send me a Business Class Return ticket and book a suitable 5-star hotel in the city close to your office. I would also need an assistant (female) who could speak Chinese and stay with me while I am in your town to help me with all my personal needs and transport etc. I think I would stay for at least a week. These costs can be deducted from the first order that your company makes. I am having the contract translated to Chinese as well.
Air China have regular flights from Sydney."

The reply was predictable:
"Thank you for your kindly reply.
But the leaders in our company thnk that your requirment is too difficult for us to observe.
SORRY
Ashley"

I am Ms Annie, Purchase Manager of Hainan , National Grains and Oil Imp. & Exp.Co., Ltd. As my colleague Mr Tate‘s introduction, your company is a very honest and excellent firm.
On behalf of our company, I would like to carry on the further details of the contract with you directly.
These days, we are looking for nice suppliers to work together to open the bigger market for high quality red wine. We often place a larger order (purchase 5 or 8 types wines) as a first order and be an agent in whole China and also need market supports to pave the best way for the red wine at first after we both sign the contract.

1. We both sign the contract at first and the contract show we are you agent in China.
2. And then you send out the market supports for us. When we receive your market supports we will pay you by T/T step by step
Our payment terms as follow:
(1) The buyer shall pay 20% of the purchase amount by T/T to the seller in 30 working days after receiving your market supports.
(2)The buyer shall pay 30% of the purchase amount by T/T to the seller when containers depart from seller's port;

(3)The buyer shall pay 20% of the purchase amount by T/T to the seller when containers arrive the destination port;

(4)The buyer shall pay 30% of the purchase amount by T/T to the seller in 30 working days after picking up the goods when total containers have no suspect of quality problem.

So, details.
We were in South China with my partner on business, had some free time, decided to visit Haikou (Hainan) to discuss with this National Grain ... Co terms and conditions. We've sent two sample bottles of wine to them before, they were so happy that we decided to visit them. We were met in the airport by boss and the manager we were in touch. Boss, Mr. Wei Feng, was driving new BMW without state number pannels himself. Seemed not to speak English, kept silence all the way, girl-manager entertained us. As it was late evening, they decided to pick up us from hotel at 10.30 AM. But in the morning the girl called and said that her boss had certain emergency, so we had to catch a taxi. OK, we went to their office. Office exists, just a floor in the hotel, several rooms, reception, no tea, paper cups for coffee. All the managers (appr. 8-12 boys and girls) speak English, but the boss does not. Strange? In the meeting room there is a big display with wine, vodka, brandy, oil, coffee samples from all over the world. We took some samples with us, suggested to taste, but Ms and Mr we negotiating to refused and proposed to start with marketing money (10% of the order value) and free samples (100 cases per each container). Then their terms of payment - 20% after getting all marketing funds and samples, 30% after shipping, 30% after receiving goods, 20% within 45 days after receiving. We said it is unacceptable, made counter propositions, they said - sorry, we can't change conditions without our boss, see you tomorrow. OK, tomorrow Mr. Feng picked up us, said "good morning" almost clearly. In the office he asked for 8 containers of total value of EUR 700 000. We had to pay 10% as marketing fund, 800 cases as free samples, they will pay us 20% in advance, 60% after shipping, 20% within 45 days after receiving goods. All by T/T. I asked for LC, they made wide eyes, no LC, only TT. So we even did not say good bye. After that we found out that many companies made deals with this scammer company and lost lots of money, say French Chateau Moulins-Listrac shipped wines in 2009, no money to today.
My friend living in China said that a lot of scammers are based in Haikou. Be careful, guys!
