It appears that they are probably legal, but definitely also not trustworthy. In particular, their advertising is misleading. If you skim their email, it looks like you already won. However, the key phrase is

You have to enter their lotteries, then if you are extremely lucky you will get a "winning entry", which you can then submit to claim your million.

Yes, FreeLotto.com is a legitimate outfit. FreeLotto is a Sweepstakes, not a lottery, meaning that you do not have to buy a ticket but you do have to view a great deal of merchant advertisements.
