Yes, it's a scam. You cannot win lottery you didn't enter, any more than you can win a footrace you didn't enter. Real lotteries don't email winners, you must purchase a winning ticket (usually in the country where the lottery is based), follow the results to see if you won, and then follow claim procedures to verify your win.

+4470 numbers are personal forwarding numbers. They can be forwarded to any phone in the world, so they are very popular among scammers pretending to be in the UK.
