This scam is a clone of the Cameroon animal export scam. (http://fraudwatchers.org/forums/showthread.php?t=2458)
These criminals are in Benin and use the same tactics. Place classified ads selling various pets from parrots to puppies, often ofering them free for adoption as long as you agree to pay shipping. Once you pay, they invent some problem such as the animal being stuck at some airport due to a missing permit or licence, which brings a second demand for fees. Should you pay, further demands will come as long as you continue paying. You'll never receive your pet because it doesn't exist.
