I Googled the Foundation address provided (16 Rue Lanterne, Lyon 69001 France) and found that address belongs to the Grand Hotel des Terreaux NOT the foundation head quarters.

Whilst the "Fondation de France" organisation does exist, they wouldn't ever contact you via email, from a free anonymous Yahoo account.

Their website is at http://www.fdf.org/jsp/site/Portal.jsp and warns people about the scam.

A Google for "fondation de france" notify finds thousands of records of the scam email you received.
