It's a scam... a fraud. There is no money, there is no compensation. If anyone replies to this or similar emails, they will be told that there are various "fees" to be paid before this imaginary "fund" gets paid.

I have a similar email like yours. but from a lady named Jessica Wilfred from Australia but her cheque and bank is from Nigeria.

I paid US$175 for DHL to deliver my US$850,000 cheque. but then was told that DHL can't do it, only diplomatic courier can do this but i have to pay Euro 750 for insurance for this.

I insisted them to break the cheques into smaller amouts. and they agreed.
But One of the cheques to be sent by DHL first, the rest can be sent by diplomatic courier since they claimed that big cheque can only be sent by diplomatic. now waiting for their reply. matter still in progress.

The cheque, if you receive one, will be fake. The scammer will expect you to either pay "DHL courier fees" or some sort of "release certificate" fee. If you do receive anything, which is unlikely, you will be asked to cash the cheque and send some portion of it back to cover some "expense". When the cheque bounces, you are then in trouble with the bank, owe the money back to the bank, could find yourself charged as a criminal for cashing a forged or stolen cheque, and if you sent the scammer any money, you will be out of pocket for that amount as well.

Diplomats do not and cannot deliver goods with commercial value to private citizens. That is simply not a part of their duties. This is definitely a scam. I'm afraid the DHL "charges" are lost forever.
