Has anyone ever heard of this site and how legit is it? It is asking for my financial information for long over due funds that was released to the US Treasury and then sent back to this internationalmonetaryfunddpt.com.

This sure sounds like a phishing scam to me. Can you post the whole content of the email you received please? But don't forget to remove your personal information from there. :)

The IMF deals only with countries, not individuals. I would have thought an advance fee fraud in view of the mention of overdue funds.
