Is this a fraud or not, Please advise

i had recived an email saying that i had won "Toyota Japan Lottery for 2010 China Award" that is $1,000,000 and i do not whether it is real or just a simple fraud.

A ticket must be purchased in order to participate in a lottery. It is illegal for a US citizen to participate in a foreign lottery.

Lotteries never send emails or phone winners – It is the responsibility of the winner to contact the lottery

Any alleged lottery that asks for any payment up front or prior to paying any winnings is a scam
