I was just doing some general research on the net, and found some Information about importing Pets into the United States and Australia.

Restricted Animals, Agents, Hosts, and Vectors

Monkeys and other nonhuman primates may not be imported as pets under any circumstances. Importation for permitted purposes is strictly controlled through a registration process. CDC's Division of Global Migration and Quarantine, Field Operations Branch administers these regulations.

Dogs

A general certificate of health is not required by CDC for entry of pet dogs into the United States, although some airlines or states may require them. However, pet dogs are subject to inspection at ports of entry and may be denied entry into the United States if they have evidence of an infectious disease that can be transmitted to humans. If a dog appears to be ill, further examination by a licensed veterinarian at the owner's expense might be required at the port of entry.


Proof of Rabies Vaccination: Dogs must have a certificate showing they have been vaccinated against rabies at least 30 days prior to entry into the United States. These requirements apply equally to service animals such as Seeing Eye dogs.


Importation of Unvaccinated Dogs: Dogs not accompanied by proof of rabies vaccination, including those that are too young to be vaccinated (i.e. less than 3 months of age), may be admitted if the importer completes a confinement agreement and confines the animal until it is considered adequately vaccinated against rabies (the vaccine is not considered effective until 30 days after the date of vaccination).

When it comes to Cameroon, the evaluation is easy. I have yet to see one single export of a pet animal from Cameroon that was not a scam. I have seen hundreds upon hundreds of ads for Capucin monkeys, African grey parrots, bird eggs, snakes and lizards, horses, various exotic cats and dogs. ALL *** every single one*** where scams.

So the decision of wether an offer is legitimate or not, if it's from Cameroon or Nigeria, it's a scam. Period.

I played the role of a Ghananian victim one time. The scammer (a Nigerian in South Africa) still tried to scam my character despite them knowing the ethnic origin of my character. Frazzle is perfectly truthful... a scammer will scam even their fellow Africans to line their own pockets. Shameful.

Lately, I've been contacted by more African victims than westerners, in fact about 3 to 1, from Congo, Ghana, Ivory Coast, Cameroon and others. All had been robbed by African scammers doing a fake Canadian Student Grant scam. Scammer's total lack of conscience is well documented.
Expatriate scammers are also well known to exercise their criminal activities from the country that was kind enough to accept them as new citizen, thereby ruining the reputation of their host country to line their pocket with stolen money.

Well, I replied to an 'ad' and got a response, it was located on an Australian classifieds site.

From the reply it clearly shows that they are after someone in the States. I sent the email and the links the support staff on that site.

For some times, it has become evident that this is a gang of expatriate Nigerian criminals scamming from their host country of Cameroon, teemed up with Cameroon criminals. As usual, with contacts in Nigeria.

They have never sold a single animal or bird, but they have stolen from hundreds of victims including children and the elderly.

As with all scammers, the one point to remember is that they don't care about their victims one single bit. On some of the major scams, if they should drive a victim to suicide, without batting an eyelash they will move on to the next victim, the way of a maggot.

Sadly, not much. We are not law enforcement, though some of our members may be police officers fraudwatchers.org is not an official law enforcement group, nor are we related to any. We are all volunteers, doing this in our spare time. Unfortunately many of these scammers are in Nigeria and arrests there are few and far between, but we do have a very good relationship with the South African police and many scammers are arrested in that country. As time goes on and they become more successful, some of them leave their home country and base themselves in places like the United Kingdom, the USA, South Africa, Amsterdam, Ireland, Australia, Indonesia, Hong Kong, and various other countries. It is easier to get an arrest in some of these places and the authorities are usually not able to be bribed, so this is much more risky for the scammers. The best thing we can do to fight the scammers is to help us educate by telling your friends and family about the scams and how to be safe on the internet.

The lady seemed very nice but I started noticing flaws in stuff she had sent to me after reading these websites. She said at first the dogs were 13 weeks old then later on told me they were only a month old. Plus when you look closely at the pictures she sent it looks as though she had cut a pasted the pictures. She claimed the dogs name to be "Lily". I'm really sorry you where scammed by these thieves but unfortunately, money sent by Western Union or Money Gram is no better than paying cash to a stranger, it's completely non-recoverable and untraceable, that's why criminals love it.
They also remain anonymous with free webmail addresses, fake names and mobile phones. All anonymous.

Don't be too hard on yourself, these crooks, like all scammers, do this for a living, 24/7 so they are good at it and know all the tricks. Most decent people are not used to communicate with people who lie for a living, all day long, everyday.

You will have to beware of the recovery scam practiced by the same gang, where these vermin approach victims they have stolen from, pretending to be some sort of Cameroon authority, and claim they can recover your money...for a fee. They then rob their victims all over again.

I'm really sorry you where scammed by these thieves but unfortunately, money sent by Western Union or Money Gram is no better than paying cash to a stranger, it's completely non-recoverable and untraceable, that's why criminals love it.
They also remain anonymous with free webmail addresses, fake names and mobile phones. All anonymous.

Don't be too hard on yourself, these crooks, like all scammers, do this for a living, 24/7 so they are good at it and know all the tricks. Most decent people are not used to communicate with people who lie for a living, all day long, everyday.

You will have to beware of the recovery scam practiced by the same gang, where these vermin approach victims they have stolen from, pretending to be some sort of Cameroon authority, and claim they can recover your money...for a fee. They then rob their victims all over again.

Thank you for posting their details, and should they ever give you a web site address, posting it here would help in having it shut down.

Particularly if you consider an older cat. And classifieds are typically full of "free to good home" ads. You can also inquire at your local pet store. They typically keep in contact with the local animal shelter and may even host adopt-a-thons.

There are plenty of pets in every community that need adopting, and really, you should meet your pet before taking it home. There's really no reason to go looking online for a pet to love.
