I have not been contacted by this particular person, but I'm going to assume that the email says he his father had a couple of millions stashed somewhere and that he's offering you a percentage of that money to help him move it?

Well, it's a scam. He's going to invent lots of obstacles in the process of moving the money (which doesn't exist of course), and because he has no money, you'll have to pay those fees. In the end he'll just disappear with your money.

I would suggest that you simply ignore the email and delete it.
