Hello,
Here's the emails I've been receiving from DR. R George Champagnie of London, England WHO CALLED ME THIS MORNING from this #:
442 087 921026 and 442 087 921025

Hello,
I'm a Medical Practitioner based in London, United Kingdom. I am interested in your house advertised for sale on the Internet I really want to purchase this property. I and my family (Wife & Son) want to relocate to the United States. I will want to buy this House. Please i need you to forward me the full description of the house and the Utilities available inside. Do i need to pay a down payment to secure this home? Also what will be your final asking price for this House?

Awaiting for your quick response,
Your Faithfully,
Dr.R. George,

Hello Glory,

Thanks for your quick response to my enquiries about your house. I really want to buy your house. I am willing to pay the security deposit that you may require, in order to secure the home for us if needed, I need to know how much it this security deposit will be, this security deposit that you will receive is a measure to secure the unit prior to our arrival. Please let me know if you are the owner of the unit or you are the property manager.

Could you be kind enough to let me know what the electricity/utility cost would be? And the Property Taxes and Community fee as i will really need to secure this house to myself. You can send me a copy the purchase and sale agreement or any legal document including the picture view of the house to enable me preview them ahead of time. I would eventually have the document signed physically when i arrive in the Unite State. In my opinion, appending signatories should be done physically. I'm not going to work in USA permanently because i have a Medical centre here in UK.I am married with a kid. My wife was born in America and she love to leave in America because her parent are Spanish and they gave birth to her in America and took her back to Spain after 6 years of her given birth. So she always dream of going back to America because she love America

If you require any specific information, pls let me know.

Yours Faithfully,
Dr. George.

Hello Gloria ,
It was great speaking with you on phone, contents were well understood and i really appreciate your being detailed in the description of this unit and the pictures. We are really impressed. I am using this opportunity to notify you that i intent to give you $5,000,for the security deposit this earnest money will be send out to you directly. This security deposit is a measure to secure this house prior to the arrival of my inspection company. We are already making an arrangement with our inspection company, after you have received the security deposit, the inspection company will be in United State and take a general look at the house on my behalf, as soon as they confirm the general condition of the house they will hire a lawyer on my behalf to take care of any paper work.

Though we will not be arriving till after the confirmation of our agents. However My financier will affect the payment to you, in respect to that i want you to provide your full name in which the Cashier's Check will be issued and your physical contact address to which it will be sent.

Considering that we are doing a cross Atlantic relocation we have a whole lot of things that we have to settle over here in U.K before coming over, I strongly believe we can work things together and ensure every arrangements that we shall both execute in line with our taking up the resident should be done accordingly to ensure we have a proper understanding I would want us to work on putting everything in place before i arrive in the United State with my family.
We are very glad that you are selling this house to us and we will appreciate every help that you render to us now. We promise to compensate you adequately on our arrival in your location.

Awaiting for your Response,
Yours Faithfully,
Dr. George.

I did a search and found a Rudi George Champagnie who is listed on another scam website: http://blog.supersurge.com/latest-email-scams/2006/2/28/susquehanna-patriot-bank-manager.html

Dr. George Champagnie <dr4_george@yahoo.com.au> is the address he used this time.

It's unreal, aye? I absolutely believe this is a scam. Now, which government authority should I report this to?

Thanks!

Hello Gloria and welcome to FraudWatchers.

The telephone numbers used by this person to call you (208792X) are allocated to MCI WorldCom Ltd, which are a satellite/"follow me" type number that can be redirected to virtually any telephone in the world. The "702408XXX" number is allocated to Magrathea Telecommunications Limited who also offer a "follow me"/redirection service throughout the world. These are untraceable numbers, commonly used by fraud criminals.

As you suspect, this is very likely to be a scam - probably an "overpayment" fraud where a check is sent to you more than the agreed sum (for some odd reason the scammers will give) and they will expect you to deposit it, then send a "difference" in cash (usually by Western Union) back to them (or one of their "associates"). The check is fake/bogus, and after a long while your bank will bounce it - this will leave you liable for any money withdrawn or used against it, together with a liability for criminal action (attempting to defraud).

If possible, could you forward the actual emails you received from the scammer (forward as attachment) to info/at/fraudwatchers.org where we could perhaps check the header and confirm the originating location?

And the first authority to report it to is your local police. They can at least start the paperwork trail.
