Dear friend

I am MR JABU MOLIKETI, Director of Project Implementation Republic of South Africa Department of Minerals & Energy. First and foremost, I apologize using this medium to reach you for a transaction/business of this magnitude, but this is due to Confidentiality and prompt access reposed on this medium. Be informed that I obtained your enviable credentials/particulars from the your country information website. I have decided to seek a confidential co-operation with you in the execution of the deal described hereunder for the benefit of all parties.

Within the Department of Minerals & Energy where I work as a Director of Project Implementation and with the co-operation of three other top officials,we have in our possession as overdue payment bills totaling (seventeen Million,Five Hundred Thousand United States Dollars) US$17.5m which we want to transfer abroad with the assistance and co-operation of a foreign company/individual to receive the said fund on our behalf or a reliable foreign non-company account to receive such funds.

More so, we are handicapped in the circumstances, as the South African Civil Service Code of Conduct does not allow us to operate offshore account hence your importance in the whole transaction. This amount (US$17.5m) seventeen million five Hundred thousand united states dollars represents the balance of the total contract value executed on behalf of my department by a foreign contracting firm, which we the officials over-invoiced deliberately.

I WANT YOU TO READ THIS PARAGRAPH VERY WELL AND GET BACK TO ME SO THAT WE CAN START
now every thing for the smooth transfer/removal of this money has been concluded by us, which mains that you will not get in involved in any thing that have to do with the transfer or removal arrangement here in south Africa, we will do every thing by our self to effect the transfer.

THIS IS YOUR OWN PART PLEASE READ IT AND KNOW IF YOU CAN DO IT
all we need from you is to open account with any of the offshore investment bank that we will direct to you and sign up an online bank, the reason we need you to do this is because of the South African Civil Service Code of Conduct which does not allow us to operate any offshore account because we are still in active Government Service. also you will not need to travel to any country to open this account, is something that you will do at your home as soon as we confirm the best offshore investment bank that is capable. this is a short detail how it will go. as soon as you open the account with the bank we will then deposit the money into that account, then the bank will transfer it to your account in your country. because is very difficult to transfer big amount of money like this out of south Africa.

please contact me now so that i we can start immediately, i need your phone and fax numbers so that i can call you.

thanks and God bless you for your kind understanding and we Await for your urgent reply

MR JABU MOLIKETI

Dear Sir

I am sorry for contacting you through this medium without a previous notice; I had to use email because of the urgency and confidential of this business. My name is MR JABU MOLEKETI, Probably you are aware that the republic of South Africa is hosting the 2010 FIFA WORLD CUP

The Government of South Africa has committed itself to the investment in infrastructure, logistics, communications and security that will be needed to ensure that Africa's first FIFA World Cup is a resounding success. South Africa's Budget for 2007/08 - was presented to Parliament by Finance Minister Trevor Manuel in February 2007. It updates the approach to the World Cup set out in the Medium Term Budget Policy Statement of 2006; which details the Government's investment in 2010.

The Government's total contribution to infrastructure and stadiums stands at R17.4 billion.

R9 billion will go towards transport and supporting infrastructure
R8,4 billion will pay for building five stadiums and upgrading another five

But it's not only World Cup infrastructure projects that will receive funding: the Budget also provides for non-infrastructure projects - such as sports and recreation programmes, arts and culture programmes, policing and emergency medical services. Budgeting for 2010 was guided by a National Treasury funding protocol that prioritized spending that would leave a lasting legacy. This means that public money is being invested in World Cup projects that will help achieve existing government objectives - as the understanding is that hosting the event must help South Africa achieve its development goals.

The Government's R17, 4 billion direct investments in the World Cup is part of a much larger spending programme between 2006 and 2010. During that time, the Government is investing more than R400 billion (60billion US DOLLARS) in the country's infrastructure - from rail freight services and energy production, to communications, airports and ports of entry.

being involved and part of the spending and controlling of some of the funds mentioned in this letter as the organizing chairman for 2010 FIFA WORLD CUP south Africa, i and my secretary was able to secure some money from this projects that we will like to transfer to your oversea account amount to US$75MILLION UNITED STATES DOLLARS, through our search for a capable person that can handle this transaction with high confidentiality and trust. We decide to select your company and we are ready to give you 40% of the total amount for your assistance.

Please kindly contact me as soon as you receive this fax so that i can give you more details. Please call me I need you to contact me with your full personal details

Thanks and God bless you

MR JABU MOLEKETI
