In addition to the above, I would like to point out that IRS notices of this sort are sent via United States Postal Mail, and not e-mail. Further, any documents relating to tax payments have to be completed and signed on paper and then returned to the IRS via US Mail. Filling out any forms attached to e-mails claiming to have originated from the IRS is a recipe for getting scammed.
