google have identified him as a spammeur!but how to report to paypal admin

To report phishing emails to PayPal, you can forward (as an attachment, and not inline) the email to: spoof@paypal.com and they usually deal with it very quickly.

This is also the same process by which to report any phishing emails allegedly from ebay - simply forward as above to: spoof@ebay.com

As mentioned in another thread, never, never click on any link that is sent to you in such an email! There are cases where these sites contain malicious scripts that may damage your computer, or open your computer for criminals to access your data!
