Looks like a pretty typical "help me move a dormant account/contract payment/thieving money from the government" sort of scam. Latinmail, Virgilio.it, Rediffmail and Myway are all free email providers, and scammers are fond of them. They also like tying their scams in with recent events and pointing you to news stories that appear to "bolster" their stories.

Politicians and their aides aren't always on the up and up, but they typically don't blast out emails to random strangers on the internet for help in stealing a few million from the government coffers.
