This is one of the scams I have run across, or across me, I gave no money but others be aware, and send feedback

Just as discussed on phone, i have collected the NAFDAC registration form their office this morning, which i have attached below.

You are to fill this form immediately and return it for submission with a total fee of $2,850.00 which is payable to an accreditted agent attached to the NAFDAC to enable us undergo the registration soonest and the time frame given by the bank is very short , hence the only fast way i to deal with an agent with the NAFDAC.

However, this fees is payable by western union to
SUNDAY CHIDOZIE, LAGOS NIGERIA.
TEXT QUESTION: MY SECOND NAME?




Also, you should note that this fees come in the following order:

The Products registration fee is USD2,850.00.

There actually is foreign product registration in Nigeria that is required and there are fees, but they are payable by 'draft' to the agency, not some lawyer of representative that can cut the approval times by months.....detman

The only thing I have know is you will register this products with NAFDAC to make it marketable anything that have to do with clearing the good from the sea port don’t bother your self we will take care of it.

GENERAL EXPLAINATION ON CERTIFICATION:

After reading your mail and studied the attached Nigeria Exporter requirements documents information concerning Product registration and certification, I urgently went to my bank to know what is happening and they told me that it is Certification which is solely handled by an Exporter/Manufacturer before any shipment and trade is made in Nigeria.


PART [A] THE MEANING OF PRODUCT REGISTRATION CERTIFICATION :

1-This is Our government new Enacted Trade Rule and Policies adopted since September, 2005, it states that Exporter's and Manufacturer's has to meet up CERTIFICATION, it means certification Due Process Procedures only apply to particular categories of controlled goods/products coming into Nigeria.

2-And this Condition is in Line with the New Financial and Trade Rules of the Federal Republic of Nigeria which states Inter-alia that all Exporters Must get Clearance(and Products Registration/ Certification) upon which the Central Bank of Nigeria (CBN) shall finally issue an Exchange Control Order for the Final Remmittance of your Funds to the already Scheduled Account.

3-The controlled products should strictly adhered to NIGERIA INDUSTRY STANDARDS [NIS], and have to meet up with other INTERNATIONAL STANDARDS, before Shipment, a Product Registration Certification will be registered here and the Certificate that will be issued is known as,' FREE SALES CERTIFICATE',for THREE[3]Years Valid but subject to yearly renewal.



Therefore, by the Product Registration Certification is not the TYPE or any SORT of Certification that is procurred or obtained in your Country, but this Certification of Product Certification is Uniquely Obtained here in Nigeria as the Exportation Delivery Destination and it is Obtained through a Due Process Product Registration Certification here only.

It is therefore, not the type of your country product registration Certification and if you have your country Certification Documents and so far as your products are Exporting into Nigeria, such certification obtained in your country will not be acceptable here so your should comply with our government policies by honoring to do a New Type of Product Registration Certification here and after such Certification will be approved with the Issuance of '' FREE SALES CERTIFICATE''', that will authorised or empowered your company to freely and legally Export into Nigeria.


PART[B] PRODUCT REGISTRATION/CLEARANCES.

Though it is not within my confine to go at length in explaining our government and the bank actions after you must have noted the reasons clearly stated and order instructions has been given as it clearly negates my mandate and operational principles here. I am however be compelled to write this email in order to keep the records straight and also to correct your feeling impression and to advise you not to delay which may result a big problem if not urgently done.



1- Based from the Part A, explanation, all Exporters/Manufacturers must get Clearance(and Products Registration/ Certification). It is the Responsibility of the Exporter to obtain the Certification here in Nigeria.

Please kindly, you are instructed to contact the Certification Office that you are legitimately advise to proceed in doing so.
3- And after getting the Clearance for the products registration and Certification, from the Issuing Office , then same Certification will be presented to the Central Bank of Nigeria (CBN), and after confirmation of the authenticity of the Certification, then the Central Bank of Nigeria shall finally issue an Exchange Control Order Remittance there by issuing a Payment Release Order to mandate and authorize my bank here to Transfer your Full Proforma Invoice value finally into your beneficiary Bank Account.

4-What I am saying is the transfer/remittance of your P/Invoice already processed vis-a-vis the T/T Copy of your payment is still on Hold untill your company comply with the PRODUCT REGISTRATION/CLEARANCES, policy.


PART [C] PAY THE COST/FEES OF THE CERTIFICATION


Listen Sir, stop delaying this payment and you should comply with the instruction immediately so that the shipment will start before my customers get on my neck.

1- Your company has to pay the cost of registration certification, and it needs to be settled prior the release of the funds to your account so you need to hasten up on the matter so that this issue shall be resolved with dispatch given the fact that there is no more time and also the need to finalize the funds transfers arrangements so that the shipping process shall commence immediately as my customers are worried now with the developments.

2-Moreover, I want to tell you also that the funds /cost that you are going to pay to settle this matter shall be deducted from the invoice value. Why I said that is because I have done all that I supposed to do from my end in the area of sourcing for the funds and also paying of the charges here and the fact that I do not have additional money.

3-Be informed that if I have money I would have found a way to settle this matter so that I will not loose our money and that of customers.

4-Understand the fact that your P/Invoice value is already instructed to be transferred but owing some legitimate governmental rule and policies and such instruction has to be on hold untill the directives is complied and I did everything as you know to raise the Funds through my own capital,mortgation of my building and the One given to me by my Customers making sure that my bank honored your Proforma Invoice

While, I have already paid all bank Charges here which left to me with none funds to bear any other expenditures or financial responsibiliies.


5-I want you also to know that [PROCRASTINATION IS DANGEROUS], because I had actually expected that our pact shall be One that shall go along way, I must fail to say unequovically that I will not be happy at all if you fail to comply with the bank directives and time wasting will not be tolerated as you know that a lot are at stake Here being my Future,Reputation if this transaction is put in danger.

6-Understand the simple fact again that pact means total involvement and participation by all concerned because were you to have been in my position I wouldnt have been dragging this matter rather I would have moved swiftly to save the situation at hand knowing fully well that it is for the actualization of the interest of the Profits as well as making my customers here happy.

7-Therefore, We advise you to carry out any instruction either the Issuing Office,certificate unit or the bank gave you because it is a new Trade Act and recent Nigeria government policies.


8-This certification is the responsibility of Exporters and it is Nigeria policies.While, I have already paid all bank Charges here which left to me with none funds to bear any other expenditures or financial responsibiliies.


9-I want you to accept the fact that you and I are patner and for partnership sake thatʼs why I am advising you to at lease settle this matter with the Bank as soon as possible so that the money shall be released and transferred to your account for us to commence the pact agreement as soon as possible.

10-We don't need to drag this matter much further so I advice you to Contact the Certificate Unit and know what the cost of issuance for the Certification and Clearance shall be so that you Comply with it as the Certification is issued in your Company favor while the Bank shall Transfer the Money without Delay enabling you to Commence production/Shipment.

Finally, You should do it because all my Money both Borrowed are with the Bank Now Ready for Transfers to you and moreover it is the exporters duty to do so.

You are advised urgently to contact the ISSUING HOUSE, in order to know the procedures on how to do for your Registration of your Product and Certification Clearance.

Urgently Contact the Monitoring Group Certification Unit, or Issuing House to enable you inquiry on how to go about registrying the Product Certification.
