An example of various fees demanded by these criminals:

- $150 for registration.
They will assure you that this is the only fee you have to pay. Then once you paid, they will find an excuse and come back with a demand for:

- $650 for a fake medical certificate.
They will assure you that this is the last fee you have to pay. Then once you paid, they will find an excuse and come back with a demand for:

- $1000 for a fake Anti-Terrorist certificate.
They will assure you that this is the last fee you have to pay. Then once you paid, they will find an excuse and come back with a demand for:

- $550 for fake attorney fees.
They will assure you that this is the last fee you have to pay. Then once you paid, they will find an excuse and come back with a demand for:

- $295 for delivering a parcel containing the fake visa.
They will assure you that this is the last fee you have to pay. Then once you paid, they will find an excuse and come back with a demand for a new fee. It only ends when you stop paying.


All these job scams have something in common between them such as a name, a telephone number or email address, or even photos used on their web sites. So they are all various versions of the same scam. We know that at least some emails have come from I.P. address 213.154.89.30 which is registered in Senegal and 216.147.159.98 registered in Guinea-Bissau, though most surely they have members in other countries. Some of these where running in the Fall of 2005 and have all but disappeared or have been removed from various sites. These are currently very active: CFWRP, CIWRA, GREP and CFWRPA and have web sites running, CFWRPA with it's own domain name.

I can't find any reference to a PROFESSIONAL FOOTBALL TALENTS SCOUT ORGANIZATION even though they claim they are "affiliated to numerous top professional football clubs in Europe, Asia and America." without naming any of them of course.

A victim has sent us this material on the CFWRP so that we may publicize it, for which we are very grateful. It includes an email from three addresses complete with full headers, along with some forms one of which was a blank visa application from the Canadian Government.

This program (CFWRP) does not exist in Canada. It is a total fabrication of Nigerian criminals for the purpose of an Advance Fee Fraud, (419 scam).

To summarize the CFWRP (Canadian Foreign Workers Recruitment Program) job scam: A fraudulent Canadian job recruitment program directed from Nigeria which requires you to pay various fees via a Western Union transfer to Guinée in West Africa.

This first email shows the bait aspect of the scam. The original contact can be through various Internet sources including chat and dating sites. They also use email spam. The purpose being of developing a personal contact, be it love, friendship, religious etc.., and using it to built trust or love interest which is then exploited to prod you to pay the fees.

The email below (From a Nigerian i.p.) request $150 a registration fee. What it doesn't tell you is that once you pay it, they will come back with a request for a larger processing fee. You pay that and they will come back with a another fee still larger. Typical advance fee fraud.

They attached a real Visa application form from the Canadian government to the above email (From a Nigerian i.p.). This form requests a lot of personal information including all your passport details. Considering that the previous form requested your passport photo, this is very disturbing.. You should never fill such a form to be sent to anyone except a Canadian government office. Especially not to a stranger in a West African country. If you already have, you will have to take steps to avoid having your identity stolen.

UNHRF has consultative status and working relations with several united nation agencies including social and economic council, UNICEF, UNHCR, also the World Food Program and the World Health Organization.
UNHRF have been assisting in area of shelters, job, food and area other humanitarian aides for years. UNHRF have also been resettling refugees from different parts of the world since 1997 in collaboration with the UNHCR, US Bureau of population and American Refugees Committee {ARC}. With the introduction of Employment, and Housing Resettlement program, many citizens of third world nations have owned houses with well-paid jobs in the United States, and Canada, while many refugees have been resettled.
UNHRF is working to ensure that displaces victims receive the protection and assistance they need to survive.

WE SOUGHT OUR WORLD- WIDE EMPLOYMENT

The poor nature of the third world countries today is due to lack of Employment. But in principles there is no reason why this should happen, alter ail immigrants are consumers as well as workers, hence their arrival will also create new jobs to meet the demand that they create. Certainly some people will want to change jobs, often getting better ones, but the country as a whole will be better off.
However, Immigration may lead to a temporary increase in inequality.
The belief that immigrants reduce employment for the native workers often assumes that the numbers of job in any country is fixed and that the arrival of more people will somehow dilute the available numbers of job. This is obviously false. If the population goes up, this create more consumers whose needs have to be met, and this create more jobs. Indeed even before immigrants have found work for themselves, they will be creating work for others who will be employed growing and distributing the food other immigrant will need, building the houses they live in and driving buses they ride on as they search for work. These extra jobs may not be as obvious as those which immigrants do, but they are nevertheless created.
The argument that immigrants are displacing native workers also assumes they are competing for the same jobs. But very often this is not the case. Immigrant workers commonly take jobs which native workers shun, because they offer low pay or low status-harvesting crops, washing dishes in restaurants or working in low-wage manufacturing. One sector that has for long depended on the immigrant labor is construction. Rising level of education in Southeast Asia for example make local people unwilling to be builders. South Korea has struggle to keep out immigrant workers, but in 1996,the ministry of construction and transportation conceded that it would have to import more foreign labor to build the country first high speed railway line.
Moreover the range of jobs that nationals reject seems to be widening. Taxi drivers in the US for example used to attract native white and black workers. Nowadays, it is an immigrant job. In Washington DC, the Taxi Operators Association estimated that over the last 25 years, the proportion of drivers who are foreign born has risen from 25% to 85%.

Bringing people to do such job can actually increase for the native population. The clearest example is domestic service where employing a low-skilled worker as a nanny can often release a woman to a high level professional job. Millions of women want to or have to work outside the home but can only do so with the help of immigrant workers.

The neutral or beneficial effects of immigration would seem to be confirmed by unemployment data. Country that have had relatively high immigration in recent years-Australia, United States, Israel, Hong Kong, Japan and Canada. have not had unusually high level of unemployment during period of peak immigration. In Australia for example, the overseas born make up more than 20% of the total population and there have been extensive research on the economic impact. This has concluded that immigrants have created at least as many job as they have occupied. A similar conclusion has been reached in Canada where 16% of the population is foreign born. A report from the economic council of Canada concluded that a steady of immigration does not cause any unemployment, mainly because the number of firms expands to create new jobs.
This is not to say, however that some group of workers will not lose out as
a result of immigration. The latest research from the United States suggest that while the country as a whole is better off, those at the bottom of the employment ladder, and particularly the previous group of immigrants, may in the short term face higher unemployment or lower wages.

UNHRF EXISTING OPPORTUNITIES WORKERS RECRUITMENT PROGRAM

Housing Recruitment Programs annually. Interested applicants who want to apply for the Resettlement and the citizen of third world Countries who want to apply for the UNHRF Employment and Housing Resettlement are advice to apply in group to the residing UNHRF Administration for this program at their Continental zone.
A group should consist of not less that Three and they should reside in the same country. A family of six consisting of not more than two-three children.

APPLICATION PROCEDURES 2
A group application is not yet considered until the group list and reference file number is received at the head quarter for consideration. Ali group that have receive their reference file number from their
Continental Administration will need to forward names and passport numbers of their group members along with their reference file number issued to them by the Zonal coordinator. The members without traveling passport should forward the following requirements for the processing of UN Emergency traveling certificates.

PROCESSING OF TRAVELING DOCUMENTS

Successful applicants will have their entry visas processed in their Country of choice for Employment and Housing Resettlement program. Ali e~try will be applied for the respective govemment right channels for the visa depending on the system of government been operated by country. The US Immigration Lawyers will apply for ail visas and other documents for each group on behalf of each group. The group for US programs will have their documents processed from the US department of states-Federal Bureau of Immigrants Affairs in Washington.
UNHRF has no authority to authorize applicant's documents. It is the Immigration lawyers who are experts on this field. It is the duty of the US Immigration lawyers who will apply for all needed documents direct from US Federal Bureau of Immigrates Affairs and also apply for the US work permit from the US Immigration and Nationality Act [INA] and Immigration and Naturalization service [INS] whose regulations requires that Aliens seeking to enter the US on basis of Employment must obtain the US work permit, which will enable alien to work legally in the US. The US immigration lawyers file in an application on behalf of the individual alien or applicant to the INS and the department of states respectively. The actual admission of the alien and the granting of the authorization to work in the US is the responsibility of INS. The handling of documents processing by the US Immigration lawyers has made the processing of all documents of ail applicants very effective. When the processing of entry visa is completed, we will forward confirmation of the authorized visa by fax to the Embassy at the group home Country and the same copy will also be forwarded to the group.
We will then contact the Consular in your Country and arrange for the day the group will appear at the Embassy for the issuance of the visa seals in your passports. The visas can only be issued to the group members whose names have already been file down as of the time the documents were being processed. Without the presentation of the confirmation of the authorized visa to the Consular, the visa will then be denied to the group.
Applicants are therefore advice for their own benefits not to appear at the Embassy without the copy of the confirmation of the authorized visa or before the confirmation are forwarded to them or the Embassy.
On receipt of the authorized visa confirmation by fax, group that have no US Embassy in their Country or group that does not want to appear at the Embassy can mail their international passport by DHL to our office at the group chosen Country for Resettlement or for Employment and Resettlement and Housing programs for the issuance of the visa seal in the passports. The DHL to and from mailing cost of passport is at the expense of the group, And before mailing the passport by DHL, group members should make sure that they mail their passport along with the copy of their group visa confirmation. Any group passports receive at our office by DHL without the confirmation send along will be returned without visas.



ASSISTANCE ON EMERGENCY TRAVELING CERTIFICATE

APPLICATION FEE FOR THE UN EMERGENCY TRAVELING

The US Bureau of Immigrant Affairs has made arrangement to assist
applicants without international passport with the UN Refugees Emergency
Traveling Certificate, if they are able to fulfill the needed requirements for the
processing. The requirements include the following:
1. Scanned Passport Photograph for each applicant applying for the document
and should be send by e-mail attachment.
2. Name of applicants, dates of birth and name of resident Country.

The processing of these documents will commence immediately the requested requirements are forwarded but will be finalized when the forms are returned by fax along with the payment receipt for application and UN Emergency Traveling Certificate.

AIR TICKETS


Since Its creation in 1951, international
organization for migration [IOM] has helped more that 1 million people to start new lives in their own and foreign Countries or through Resettlement abroad.
Each immigrant has a unique story to tell. Many were fleeing deprivation, danger and fear of prosecution. Others were simply seeking a better life for themselves and their families.
The personal accounts contain in this section of the IOM's website tells the stories of some of these immigrants what they experience and how IOM intervention has help change their lives.
The stories were made possible by the many Governments who contribute IOM's activities, our international and Non-governmental partners agencies and the dedication of IOM's 3,500 staffs worldwide.
On receipt of confirmation, we shall forward the group data to the office of IOM for them to give instruction to the Airline to issue the ticket booklet to successful applicants whose group visa has been authorized and confirmed.

All successful applicants will receive the one-way tickets at the airline sales office in their Country or at the sales office closer to their Country after the processing of their documents. International flight, Air France, KLM and other airlines have been chosen for the trips. In countries where Air France and KLM, is not operating, alternate airlines will be provided for them.
The international organization for migration IOM and other charity organizations arrange transportation to US, and Canada on loan basis for the group's trip. Refugees and other successful applicants are expected to repay the cost of their transportation after they settled down in their new resident countries.
MEDICAL REPORT AND HEALTH
Before the departure date, all group members are expected to have their medical reports needed for the trip. The US departments of Health will give direction of the documents.
FAQ

This program was designed to assist, protect and improve the welfare of Refugees and citizens of third world Countries around the world. Formally this program was being presided or rather administered by the international head quarter in the US. The opportunity was not getting direct to those who needed it most. Most citizens of US and other immigrants in US were applying for their families and friends who are back home in their Countries, thereby making it very difficult for the refugees and citizens of third world Nations who have not friends or family in the United States not to benefit from the program. There were a lot of people in Africa, Asia etc who do not know about this program until the presiding of this program was transferred to zonal offices and since then many Refugees and citizens of third world Countries have benefited from this program.

HOW AND WHY DO WE DO IT?



Have you ever heard about outsourcing and offshore programming? Outsourcing occurs when a firm subcontracts a business function to an outside supplier. The McKinsey Global Institute estimates that the volume of offshore outsourcing will increase by 30 to 40 percent a year for the next five years. Forester Research estimates that 3.3 million white-collar jobs will move overseas by 2015. According to projections, the hardest hit sectors will be financial services and information technology (IT). In one May 2003 survey of chief information officers, 68 percent of IT executives said that their offshore contracts would grow in the subsequent year. The Gartner research firm has estimated that by the end of this year, 1 out of every 10 IT jobs will be outsourced overseas. Deloitte Research predicts the outsourcing of 2 million financial-sector jobs by 2009.The problem is the most convenient way to receive money for our European Clients(Programmers and developing companies) is via Western Union Money Transfer(or Money Gram). It's much faster, there are no additional taxes for these types of payments in Europe. The US employer usually prefers bank transfer(or check). It usually takes 1-2 month to cash US checks in Europe. We verify carefully each other and performing our job as intermediary between these two clients.







EXAMPLE:



You receive a transfer of $5000. Your commission will be 5% of $5000 which makes $250. So you need to send us $5000 - $250 = $4750. You will receive our detailed instructions for every payment (how to send, where to send etc.)







YOUR COMMISSION :



1. BPPM Beginner (5%) If you are a new user you immediately receive an advance sum of money on your account. Beginner Customer receives 5% of a sum of transfer. Number of transfers per week - 2-4

2. IPPM Intermediate (7%) You can reach the level after 10 money transfers. Number of transfers per week - 4-5

There is no such thing as the CFWRP or CFWRPA in Canada. These criminals invented the name as part of their advance fee fraud.

I recently received a stuff looks like that but with different organization called CWCRI, with same form and same object. Unfotuntly I paid the money with the same amount of $150 for each one in my group which they are 3. then I received confirmation letter. after that he sent to me visa application and asked me to send it back to him. I still in connection with him, yesterday he sent this mail to me.

I'm sorry to say that yes, this is a scam.

You will soon get confirmation of it when he asks for new fees, and should you be unfortunate enough to pay them, they will then come back again with a new fee, and every time, they make it sound like this is the last fee to be paid. That's how the advance fee fraud works.

They are experts at lying and it's easy to fall victim to these thieves.

CWCRI is just a new acronym they use. As the details of their fraud becomes public on the Internet, they change the names used and come back with a new fake organization. CWCRI is just the latest.

Then fake a romantic interest, only to culminate in a request that the victim join this person in Canada. Followed by a reference to a fake recruitment agency (CFWRPA or WRAHA or some other).

I have also been the victim of the fraud that is done by V-care india and Fabios. Kajal who has alread posted this and i completely agree to this.
We are also three of us from pune and v-care has taken Rs, 60,000.00 from us via dd.

I think we can track these people as they must be having an account in some bank where they must have deposited this money taken from people.
And the bank can provide with pan number of account holder.

this will help in tracing them easily. Kajal i think u should discuss this with the people whom u have launched the complaint.

We are also planning to lodge a complaint against v-care.

I had a mial in my box that I have been offered employment at Hilto hotel for which I have never applied and they kept on reminding me to process a lot of documents which I refused.
