Sir/Madam,
We want to bring to your immediate knowledge about the selection/recruitment for UNDP/NEPAD training programme which started on 5th of May,2006 and will close on the 30th of June,2006. This programme is meant to train people from the third world countries, in accordance with the United Nations initiative to reduce illitracy and poverty in Africa and Asian to the bearest mini-mum, this has been the main problem facing the entire globe, which also was the significant issue of discussion and implementation by the "GROUP OF 8 LEADERS" ( G8 LEADERS ) in their last summit in Ireland, hence the influx of Asians and Africans to the Western World in search of greener pastures.
The number of candidates needed for this Recruitment/Training Programme is 1000 people, 550 candidates from Africa and 450 candidates from Asia. We have already registered 540 candidates from Africa and 425 candidates from Asia, we only now have 35 vacant positions left and after that we will close the registration of candidates.
Those who are opportuned to be part of this programme will undergo a 1 Year training in the United States, in different field of endeavours and those who are interested in furthering their University education will be under the Scholarship programme of this Organisation.
We are only interested in those who want to develop their hidden talents,and from there become useful to themselves, their individual families,their community, their country and the world at large.

Another fraud letter
Your Profile was forwarded for registration by Dr Fredric for your UNCND training. The training as indicated in your employment letter is for the duration of a month in Washington. Please find attached with this mail,your registration form and an e-copy of the Optimus training and consulting brochure.A Copy your registration documents will be forwarded to the UNCND with other documents when you are through with the registration.
Please send down the following details and documents listed below to Miss Teri Moore at registration@optimusconsulting.asso.ws immediately to begin your registration and visa processing.
1. A scanned Colored passport photograph which must have been taken within the last six months. The photograph must be a full-face view and facing the camera directly, Side or Angled views are not accepted. The photograph may be in color or black and White, but must have only a white or off-white background. Photos with dark, busy, or patterned backgrounds will not be accepted. Head coverings and hats are only acceptable due to religious beliefs, and even Then, may not cover any portion of the applicant's face. Sunglasses or other Wear which detracts from the face are not acceptable unless required for medical Reasons (an eye patch, for example).Photos of military, airline, or other Personnel wearing hats are not acceptable. Photographs of applicants Wearing tribal, national costume, or other headgear not specifically religious in Nature is not acceptable.
2. Contact Address to which your H1Bvisa, accomodation details,flight tickets and other documents can be sent to including a telephone number.
3. A scanned copy of your international passport.
4. A scanned copy of the filled registration form.
5. You would be required to remit a refundable registration fee of $2,380 USD for your visa and filing fees.In the past,the UNCND shoulders the fee that we use to process the Visa since it is their responsibility.In turn most trainee now use the visa gotten for them to come into the US without showing up for the training.It came to the notice of the Homeland office and requested that a Refundable registration fee be levied against all trainees to ensure that they attend the training.The Registration fee would be remitted back to you once you get to Washington
All registration for this batch is to be rounded up before the 23rd of February because training commences on the 5th of March and you would be required to check into your hotel on the 4th of March for those in the March session and 2nd of April for those in the April session and they would be required to check into their hotel on the 1st of April,2007.
All question about the registration are to be forwarded to registration@optimusconsulting.asso.ws Those interested in the training are advised to commence immediately because of the time needed to process the visa documents. .

I received a 'too good to be true' job offer from "The International Economic Relief Agency" from one of the 'trusted' websites!
They gave me a high end salary package along with other benefits but I was asked to contact a consulting firm called "Optimus Consulting & Training"!
The surprising fact is that this recruitment ad came from an official mailer of a UN organisation. The Ad also had very elaborate descriptions of jobs etc and had a very professional look!

Unless you are referring to an originating I.P., the address may have "appeared" to be from a U.N. domain, that's a tactic known as spoofing. You get an email appearing from a U.N. email address, but the email address they ask you to use to contact them is different, usually from a free webmail service.

They use email addresses jobs@iera.asso.ws and recruitment@iera.asso.ws Both are free redirecting addresses. "ws" being Western Samoa.
This is posted all over including legitimate university web sites.
*Including Forum UNESCO-University and Heritage (FUUH). We have informed them.
CIVICUS.org issued this warning in their February 07 newsletter. Kudos to them for spotting it.
Correction: Please do not distribute the advertisement of the International Economic Relief Agency, as was published in our last edition. A background check provides us with reasons to believe that the advertisement is potentially fraudulent:

STEP 5: the winner will go to a bank and perform the transfer, then he will send a confirmation message….
This will be the last step… since the fraud has been successful and IERA/LEADWAY will get the money, no message will come from them….
It is amazing how good they are organized; of course the names and addresses are false, but the bank account should be real and have an owner (though it is located in Taiwan). Since they are using official US documents, you may ask the help of intelligence service to track them – it is a prejudice of their and US image.
Finally, I would really like to thank you! Looking on the internet to find details about LEADWAY I found the warnings posted on your site – this way I could realize in time what is happening. Can you do the same also about IERA (when someone types IERA to be redirected to your site)? This way, maybe other potential victims will understand that it is a fraud – the job offer was launched at the beginning of the year, so the season just started. I'm sure you will receive soon other complains.

please compare the addresses of LEADWAY and OPTIMUS consulting and training - you will be surprised to notice that the offices are in the same place...
also, ms Catherine Webster initially signed as IERA officer - in the last time she belongs to LEADWAY...
even if the names changed, the same persons are acting under different masks - their internet site looks ok, so without fast measures the number of victims will dramatically increase.

Unfortunately many of these scammers are in Nigeria and arrests there are few and far between. We have had a very good relationship with the South African police in the past, and many scammers have been arrested in that country. As time goes on and they become more successful, some of them leave their home country and base themselves in places like the United Kingdom, the USA, South Africa, Amsterdam, Ireland, Australia, Indonesia, Hong Kong, and various other countries. It is easier to get an arrest in some of these places and the authorities are usually not able to be bribed, so this is much more risky for the scammers.

I also applied for a job at UNDC, which should be an institution at UN. Well, I did not find any information on it at first try, but it sounded ok.
So my advice:
Always check Names of the company, organisation, and the names of the person writing to You!
My job was the same quoted here, except the names: Robert Preston and Jon Van Hedsen (You would find them in other frauds though....)

I received a job offer at UNDRC (United Nations Relief and Development Agency), everything looked legit, with Dr George Dempsey as the chief recruitment officer and Dr Jean-Pierre Papin as Director Human Resources Department (there was however some spelling mistakes in the interview forms which made me suspicious - however I went ahead to complete the forms - two rounds of interviews). I am supposed to start training at 'their no name International Training Institute in Washington in Feb 2008. Dahua International travel agency is supposed to handle my travel arrangements (doesn't exist). Sis! Had I not been cautious, I would be handing in my resignation right now anticipating a bright future at UN. So angry and disappointed at this! Its however a lesson not to trust anything that sounds too good to be true!

Same formula, the letter below, with authentic looking attachments was the job offer, after lengthy "printed interview" work, (so timewasting).
They now have all my details, a CV etc., I shudder to think how it may be used to set up a "fake me" somewhere in the world, maybe the Bahamas, one of the global banking centres. Another respondent in an earlier letter was Dr Andrew Grange.
This seems a very sophisticated, if somewhat illiterate organisation, getting high quality CV's and details. I think FBI/Interpol should certainly be involved. Has UN Headquarters been alerted?

The new organization is: International Organization for Health and Environment Services (IOHES). They sent me the Form P11 used in the UN, and a questionnaire. After 1 month they sent me a letter that I was selected, and I received an attached professional employment offer (with the UN logo on it). I also received the description of benefits (same as in UN). The salary also matched the position and grade used in the UN. Everything seemed do perfect. Professional job!!!
Then before signing anything I asked for the detailed contract for work.
No reply.

I received the email below after having sent my CV to one of the vacancies posted.
After getting suspicious while looking through the forms I thought of contacting the UN to confirm that they are in fact one of their organizations. I was told they do not exist. I proceeded to send an email to the UN with all relevant information in order to report the scam since I was told they are now investigating such incidents.
Does anyone know what could be done to ensure no identity theft has taken place?

They will ask for a fee in advance, which make it Advance Fee Fraud, because there is no job. As with all frauds of this type, it is your money that they are after.
