Hello,
Welcome to the site.
It would help if you could provide a little more information about the situation. If the person who is "whispering sweet nothings" is also asking for money, assistance with a visa, talking marriage after a very short time, or asking for favors that involve money, cashing money orders, cashing checks, wiring money, or shipping things overseas, there is a very good chance they are really up to no good. Especially if they only provide mobile numbers and emails that are free signup, like Yahoo.
Where might this cousin be going to meet? That can also be very telling. In some areas, meeting a potential scammer can be a lot more dangerous than others. I also wouldn't advise giving money to someone you're just meeting face to face.
We need a bit more detail before we can really advise you.
