I received an email 'FROM THE DESK OF THE PROMOTIONS MANAGER, MR. ADAM KARABO. EUROPEAN/UK/S.A. UNION INTERNATIONAL PROMOTIONS BID SOUTH AFRICA 1020 WORLD CUP LOTTERY AWARD DEPARTMENT.UNITED KINGDOM/SOUTH AFRICA". It stated I won $700,000 Pounds from the total cash prize of 22,000,000 shared among thirty five lucky winner. It states the lottery program took place to promote South Africans 2010 world cup award. Contact Name; Dr. Frank Jerry Claim Agent. Is this a known scam?

If you didn't pay money to enter this lottery, it most certainly is a scam.
Here are the hallmarks of a lottery scam:
You never paid money or bought a ticket to enter.
Your "winning" notification is probably not personalized.
Your "winning" notification came by email, probably from a free email address such as yahoo.com or msn.com.
The way this scam works is, if you respond to the email, after one or two email exchanges with the so-called "lottery officials" or "claims agent," perhaps accompianied by some official looking but fake documents, you will be asked to pay fees for "taxes" or "handling" or some other reason. This is the scam, you pay the fees and never see any winnings, mainly because there are none to see.
This is a common advance fee fraud. There are many example of these here on our website.

Hello and welcome to Fraudwatchers. Without seeing the email that you received, I can say that it is indeed a well known scam, and this with a number of variations on the same theme have been emailed to millions of target recipients all over the world.
There are a number of factors that would point to this being a scam; firstly, there are no legitimate lottery organisations operating a "win by email" procedure. Any lottery, by its very definition, needs to have tickets purchased in order to produce the funds by which the winners are paid.
You will also have seen the email address from whom the email was sent, and also no doubt, if you read through the email, it will give you the email address of whomever is allegedly responsible. You will find that they are "@yahoo.com" or "@hotmail.com" or any number of several free email providers on the internet, each of which can be registered totally anonymously. Lottery organisations never use free webmail provided accounts, they all have their own legitimate domain names that they use.
Finally, if you go to the official World Cup 2010 website you will see that they have warnings against these scams:

Dear Louie,
Yes you are right to be cautious, this is another 100% lottery scam. Anyone replying will be asked at some stage to send money for insurance or courier fees. The obvious question is why do they need the "winner" to pay out fees when there is a 2 million pound prize? They will come up with all sorts of excuses as to why. The outcome is always the same.....people send money, then see the prize and the fees disappear forever. :cry:

Pardon me for repeating myself from the other thread, but thought I had better, just to be safe.

Welcome to Fraudwatchers. The letter you posted is a typical lottery scam format. The lottery is a fraud.
Looking for the Lottery name, "Universal Lottery Programme", on Google turns up several copies of the same letter, labelled as a known scam. The other red flags are
1)The lottery claims to draw winners from a pool of email addresses. No legitimate lottery draws winners this way. You must actively enter a lottery to win, typically by buying a ticket. The jackpots real lotteries award have to come from somewhere.
2) The "companies" supposedly sponsoring this lottery are not named. This prevents you from contacting them to confirm their involvement.
3) The lottery claim agent has a free Yahoo address. No legitimate lottery uses a free email address as a business contact address.
4) Lots of emphasis on charity. The lottery claims that the companies are sponsoring due to social responsibility, and say unclaimed winnings go to charity. Lotteries tend to be very much a "for profit" business.
5) They urge you to keep it secret. They don't want anyone warning you it sounds like a fraud, actually.
6) There is a short time frame for claiming. They hope to pressure you into acting quickly, without thinking it through.
7) Finally, they're asking for money. This practice of asking for an "advance fee" in order to claim a lottery or sweepstakes win, is illegal in the United States, the United Kingdom, and for that matter, most countries. You can be sure that if a company in the U.S. or U.K. ask for a "claim fee", "taxes", or a "processing fee", they are either breaking the law or more likely, scammers.
So, to sum up, the lottery is definitely not legitimate. If you pay the money, you'll only end up losing it. Thanks for visiting the site, and keep safe.
