What's up is that it's a very common lottery scam email. Some of the ways to tell are:

1). Use of a free Yahoo email address. One would hope that a legitimate lottery would have access to something other than Yahoo for email.

2). Grammatical and spelling errors.

3). Insistence on secrecy. "we advice all winners to keep this information confidential."

4). You didn't enter the lottery. There is no lottery anywhere in the world that is "based on an electronic selection of winners using their e-mail addresses". It just doesn't happen.

5). If you really won a lottery, the money is yours. There is no expiration date. "Note, all winnings MUST be claimed by 15th of February 2006; otherwise all funds will be returned as Unclaimed and eventually donated to charity . " That's just ridiculous.
