I ahve moved this thread into a more appropriate forum.

Not a joke no, a fraud yes. It's a fake lottery. You cannot win a lottery you never actually purchace a ticket for or pay to enter. Simply a ruse to steal your money by asking for fees, or by sending a cheque to you which you cash, send a balance for *tax* or some such excuse. The cheque is a dud, and you end up in serious trouble with the bank and possibly the Police too.

Any such 'lottery' is simply a scam, ignore any and all.
